This Request for Proposal had a previously posted Request For Information entitled Large Scale Design Project in St. Johns, Newfoundland and Labrador (EA003-212331/A).

Public Works and Government Services Canada (PSPC) needs the Required Services (RS) and Additional Services (AS) of an experienced firm to design a new building that will provide space for, among other occupants, the National Verification and Collections Centre (NVCC) of the Canada Revenue Agency (CRA).

The purpose of this project is to construct a new Crown-owned building with a gross area of approximately 19, 000 m2, in order to provide new office space in support of the programs run by the Canada Revenue Agency (CRA).

The work covered by this request for proposals (RFP) includes, but is not limited to:

1. Construction of a new building: The new building at the proposed site of the National Verification and Collections Centre (NVCC) must have the following characteristics:
a. A gross area of about 18,834 m2 (1.25 Gross Up Factor)
b. A usable area of about 15,067 m2
2. Complete fit-up of the new building.
3. Construction of a new parking lot and access lanes.
4. All site work

Proponents responding to this RFP are requested to submit a proposal in two phases. Phase One proposals cover only the qualifications, experience and organization of the proposed Consultant Team. Following evaluation and rating of these proposals, proponents are advised of their competitive standing and have the opportunity to decide whether or not to continue their participation by submitting a Phase Two proposal. Phase Two proposals cover the detailed approach to the work, and the pricing and terms offered. A combination of the Phase One and Phase Two submissions constitutes the final proposal.

Meaningful engagement with Indigenous Peoples across Canada is a priority of the Federal government and our Departments. Public Service and Procurement Canada has worked successfully in the past to leverage training opportunities, employment, sub-contracting and capacity building for Indigenous Businesses and Peoples and is pleased to continue working collaboratively with Indigenous communities and stakeholders on Federal projects. In particular, the Consultant is expected to:

• Provide opportunity for Indigenous businesses through sub-contracting and/or joint ventures with the general business community when bidding on tenders.

• Build Indigenous capacity by providing on the job training, skills development/apprenticeship and mentorship.

• Benefits are to be provided in an equitable manner. Wherever possible, the Consultant will endeavor to obtain equal percentage among available regional Indigenous capacity.

Bidders are expected to participate in Canada’s reconciliation efforts. As such, engagement with the Indigenous communities, Tribal councils and organizations must be respectful and must not be postponed. Bidders are expected to start the engagement process as soon as possible.
