FIRST NATIONS WITH SCHOOLS COLLECTIVE
YOUTH ENGAGEMENT LEAD

PURPOSE:
The First Nations with Schools Collective (FNWSC) is seeking the services of a youth consultant to lead (between ages of 19-30) to coordinate YOUTH ENGAGEMENT ACTIVITIES from September to March 2021.

The outcomes of this project will inform members of FNWSC work in curriculum development and culturally based success indicators as defined by First Nation youth of participating communities of the FNWSC.

SCOPE OF WORK:
Working in conjunction with the SRC and/or delegate, the lead will be responsible for the coordination and administration functions of organizing appropriate youth engagement activities of the FNWSC:

• Review all previous youth engagement initiatives of the FNWSC and maintain the list of youth delegates to FNWSC activities.
• Identify facilitators/trainers and coordinate three leadership skill training activities in the month’s leading up to the January roundtable(s).
• Inform and communicate appropriately to participating communities of the elements of any proposed youth activities via Zoom presentations at monthly FNWSC meetings when needed and via email with Education Directors and/or designate in each FNWSC participating community.
• Prepare an outcome summary report after each youth engagement activity and present at the monthly meeting when appropriate.
• Coordinate and register youth for activities and round table. Activities can either be in person or via Zoom depending on circumstances, with identified youth leaders and depending on costs associated with each activity.
• For roundtable in January on curriculum additional supports for content and facilitation will be provided by the SRC.
• Report on findings and make recommendations on what youth are saying about what they want to learn in community and what success means to them in a final report due March 15, 2021.

BACKGROUND
The First Nations with Schools Collective is a First Nation inter-nation table supported by Band Council Resolutions (BCRs) and/or motions. The table is made up Elders, education leaders and elected leaders tasked with the job to transform their education system. The First Nations with Schools Education Collective member communities include:
1. Chippewas of the Thames First Nation
2. M’Chigeeng First Nation (observer status)
3. Mississaugas of the Credit First Nation
4. Oneida Nation of the Thames
5. Sagamok Anishnawbek
6. Six Nations of the Grand River (observer status)
7. Bkejwanong Territory (Walpole Island)
8. Wiikemkoong Unceded Territory

The FNWSC has identified 20-21 as a year to focus on curriculum development as core function of self-governance in education. We do not necessarily subscribe to the concept of education and provincial delivery methods. As First Nations we retain the right to define education and its delivery in a way that fits with our culture and traditions and redresses our painful past.

The FNWSC acts as a coordinating body to share ideas, test approaches and push each other’s thinking in education governance. The FNWSC is led by community delegates of each First Nation and supported by the Structural Readiness Coordinator.

WORKING RELATIONSHIP:
• The consultant will work in conjunction with the Structural Readiness Coordinator (SRC) to facilitate planning, preparation and development of all deliverables.
• The work of the consultant will be directed by the SRC.
• Consultant is expected to work remotely from home and costs associated with deliverables included in the budget breakdown.
• A small budget for facilitators/guest speakers, trainers will be provided by FNWSC to the Lead along with access to Zoom platform to host on-line events. Please only include your coordination costs in your proposal.

DELIVERABLES/TIMEFRAME:
The following deliverables and timeframes must form the basis of the RFP response for this project:
1. Complete service contract with all deliverables outlined in the Scope of Work by March 31, 2021.
2. Proposed work plan identifying planning, facilitation, developmental process and completion of deliverables.
3. A budget inclusive of consultant’s fees for completing the following deliverables:
• Coordinate 3 youth engage activities (Sept to Dec.)
• Host a roundtable for youth delegates (January)
• 3 Summary of Outcomes Reports and Roundtable Report – after each activity
• I hour presentation to FNWSC with Final Findings and Recommendations (date TBD)

GENERAL INFORMATION TO CONSULTANT:
• The FNWSC will not be responsible for any costs associated with the preparation and/or submission of a Proposal
• Final Reports and materials produced through this contract are the property of the FNWSC.
• Proposal must include a fixed price for the services and expenses herein described and are not to exceed $10,000.

PROPOSAL EVALUATION:
The FNWSC will evaluate the proposal based on the following:
• Quality and completeness of proposal (activity ideas, experience coordinating events for youth, resume, timelines, proposed budget and payment schedule.)
• Understanding and relevance to the Scope of Work outlined
• Experience working in First Nation education and youth contexts
• Creativity of ideas for youth activities proposed.

Proposal Submission Process – Due Date August 31, 2020, 4:30 p.m.:
• Your budget outlines must include a breakdown of activities by resource; number of days allocated, per diem and any travel costs.
