Tungasuvvingat Inuit (TI) is a not-for-profit Inuit-specific service provider that offers a continuum of community-based programs, services and supports for Inuit of all ages living in Ontario. TI’s mission is to provide Inuit-specific programs that contribute to the health and wellbeing of Inuit and to encourage and support similar programs for Inuit across the country.

TI offers a range of early years and family programs that seek to improve family wellbeing, strengthen a connection to culture, and empower parents to participate in their children’s early learning.


TI is seeking proposals from qualified vendors to lead the development of an Inuit specific curriculum-based early-childhood parenting program for Inuit fathers (the “Ataata Parenting Program”) with a “train the trainer” component so that it is accessible to any Inuit organization.

The project will explore the roles of Inuit fathers and develop a culturally relevant and innovative curriculum that will engage fathers in their children’s early learning. The resulting program will provide Inuit fathers with support, knowledge and abilities to be active caregivers in the early years and provide culturally relevant early learning opportunities for their children.

Through a “train the trainer” approach, the curriculum and supporting materials will be available to any Inuit organization to implement in their community. The program is intended to support Inuit fathers wherever they live, whether they reside within or outside of Inuit Nunangat.

Background Information

This project is funded by Employment and Social Development Canada, as a part of the Indigenous Early Learning and Child Care – Quality Improvement Program. This Program aims to provide Indigenous children and families with greater access to early learning and childcare programs and services rooted in Indigenous knowledges, cultures and languages.

The Ataata Parenting Program Project is an important part of TI’s efforts to increase Inuit-specific services and supports available to Inuit living outside of Inuit Nunangat in Ontario; to celebrate and promote Inuit culture, values and traditions; and to foster a sense cultural identity among Inuit children in the early years.

Proposal Submission Instructions and Requirements

Submission Instructions

Proposals must be submitted by electronic mail in MS Word or PDF format to Caleb Macdonald, Project Coordinator, at [email protected].

The deadline for proposals is 5:00pm EST on Friday January 15, 2021.

All proposals submitted prior to the deadline will be acknowledged. All proponents will be notified about the status of their application, whether rejected, successful or unsuccessful.


All submissions should include the following content:

  • Cover Letter
  • Proposal Summary
  • Organization Profile (if applicable)
  • Relevant Skills, Experience and Qualifications
  • Work Plan
  • Detailed Project Budget and Fees – to include hourly or per diem rates for all personnel, and a detailed estimate of travel and other project expenses
  • Samples of work or references (optional)

Please note that travel costs must fall within the rates outlined in the travel directive of the National Joint Council:

Project Requirements

The successful proponent will lead the development of a comprehensive culturally grounded parenting program for Inuit fathers with young children, in collaboration with a Steering Committee of Inuit organizations and in consultation with subject matter experts, Elders and community members in both Ontario and Nunavut.

The successful proponent will be responsible for:

  • Attending and participating in meetings of the multi-agency Project Steering Committee.
  • Reviewing existing evidence-based parenting programs and programs specific to Inuit fathers, and identifying learnings, best practices and resources that can be leveraged for the Ataata Parenting Program.
  • Developing a plan for community and stakeholder engagement and consultations. The plan should include detail description of strategies and methods to engage Inuit Elders, fathers, community members, subject matter experts, and other key stakeholders in both Ontario and Nunavut to inform curriculum development.
  • Conducting in-person and/or telephone or virtual consultations with Inuit Elders, fathers, community members, subject matter experts, and other key stakeholders in both Ontario and Nunavut to inform curriculum development.
  • Preparation of a report on the findings from the consultations and presentation to the Project Steering Committee.
  • Leading the development of a program curriculum in collaboration with the Project Steering Committee. This includes facilitating curriculum development sessions with Project Steering Committee members.
  • Presenting the draft curriculum for validation to the Project Steering Committee and consultation participants.
  • Incorporating feedback received into a final draft curriculum.
  • Developing a “Train the Trainer” component, including training materials.
  • Developing a Participants Guide and Facilitators Guide.
  • Delivering a pilot train-the-trainer program with 5 frontline staff selected by the organizations participating in the Project Steering Committee.
  • Delivering a pilot parenting program with 5 fathers drawn from the Ottawa Inuit community.
  • Evaluating the pilot train-the-trainer program and pilot parenting program to identify any adjustments needed to curriculum and associated materials.
  • Making adjustments to the final curriculum, Participants Guide, Facilitators Guide and training materials following the pilot programs.

Project deliverables should be completed no later than December 31, 2021.

The selected provider may sub-contract any of the above deliverables to a third party but retains overall responsibility for the performance and completion of the task and any associated outputs.

Project Costs and Payment Schedule

The total cost of the project must not exceed $113,500, inclusive of all applicable taxes, as well as all of the contractor’s expenses associated with completing the works as described hereinabove, without limitation. For clarity, this includes, but is not limited to, all travel costs, telephone costs, teleconferencing costs, translation and printing of consultation materials, honoraria and travel reimbursements to Elders and community members for participation in consultations, venue and hospitality costs for consultations, goods and services tax, retail sales tax and all other rates or other levies payable by the contractor.

Please note that travel costs must fall within the rates outlined in the travel directive of the National Joint Council:

The following costs will be covered by TI’s Project Implementation Team:

  • Translation and printing of final materials associated with delivering the Ataata Parenting Program (ie. Participant Guide, Facilitators Guide, training materials)
  • Honoraria and reimbursement of travel costs for Elders who support delivery of pilot sessions
  • Reimbursements of travel costs for fathers who participate in pilot program; and
  • Venue and hospitality costs for delivery of pilot programs

The contractor’s proposed allocations of time and funding are to be clearly set out in the proposal. Taxes and other costs that are associated with the project will be paid by the contractor without reimbursement.

A suggested payment schedule is set out below. Some flexibility in the payment schedule is possible and alternative payment proportions may be considered upon the request of the contractor.

  • a 25% advance will be paid at the beginning of the project
  • a 25% instalment will be paid on completion of the consultations
  • a 25% instalment will be paid on the delivery of the draft curriculum
  • a 25% final payment will be paid on the completion of the pilot train-the-trainer and parenting programs

Evaluation Criteria

All proposals will be reviewed by a team of a minimum of three members comprising representation from across the organization.

The following considerations will be used in evaluating the proposals:

  1. The degree to which the proponent demonstrates the skills, abilities, education/training and work experience needed to successfully carry out all aspects of the project, including:

a.     Relating to curriculum development

b.     Relating to early years education

c.      Relating to collaboration and facilitation and the ability to design and facilitate a consultative, co-development process

d.     Relating to report writing and presentations


  1. Knowledge of Inuit culture and experience working with Inuit communities




  1. Workplan: The comprehensiveness of the workplan, the allocation of time to tasks and activities identified in the proposal, and whether the proponent demonstrates an ability to meet project deliverables within required timelines.


  1. Cost efficiency and value for money



Priority will be given to Inuit organizations, followed by those with extensive experience working with Inuit communities.

Rights of Tungasuvvingat Inuit

Tungasuvvingat Inuit reserves the right to:

  1. reject any or all proposals received in response to this Request for Proposals;
  2. enter into negotiation with one or more bidders on any or all aspects of their respective proposals;
  3. accept any proposal in whole, or in part;
  4. cancel and/or re-issue the modified version of a given RFP requirement at any time;
  5. award one or more contracts;
  6. verify all information provided with respect to a given RFP requirement, including the right to request a confirmation of the bidder’s legal status and signed documentation; and
  7. award contracts without competition for follow-up work, if any, to the selected bidder for a given project

TI retains proprietary rights over any and all materials developed as a result of the contract, including reports, the curriculum, Participants Guide, Facilitators Guide, and training materials. The intention is that these materials will be available free of charge for other Inuit organizations to utilize.

Other Provisions


Proposals will be used solely for the purpose of selecting the contractor and will be treated by Tungasuvvingat Inuit as confidential information.
