Housing Manager
JOB SUMMARY:
The Alderville First Nation (AFN) is seeking a skilled and motivated Housing Manager to lead our Housing Department. The successful candidate will be responsible for planning, developing, implementing, and managing all aspects of the AFN Housing Program.
This key leadership position ensures that housing initiatives align with community priorities, meet regulatory and funding requirements, and promote the long-term sustainability of AFN’s housing assets. The Housing Manager will provide direction in housing operations, project management, maintenance planning, and funding acquisition — ensuring that all members of our community have access to safe, affordable, and high-quality housing.
KEY JOB FUNCTIONS:
• Administer and manage housing programs, including RRAP, HASI, Section 95 Housing, and initiatives under CMHC, ISC/AANDC, and the First Nations Market Housing Fund.
• Support eligible members with housing applications and documentation for approved program
• Oversee renovations and repairs for homes, ensuring compliance with the Ontario and National Building Codes.
• Recruit, contract, and supervise personnel involved in housing construction, renovation, and maintenance.
• Coordinate and implement Williams Treaty Settlement Trust–approved projects related to housing development and improvement.
Planning & Administration
• Develop and implement annual housing goals, objectives, and operational strategies.
• Coordinate new housing and rental construction, including applications, permits, and required documentation.
• Oversee land development, site servicing, and infrastructure planning for housing projects.
• Review, update, and implement housing policies and procedures.
• Establish short- and long-term maintenance and capital improvement plans for AFN-owned housing and community buildings.
• Maintain a comprehensive housing inventory and asset management system.
• Ensure compliance with CMHC and other housing program regulations.
Project Management & Technical Knowledge
• Manage new construction, renovations, and rehabilitation projects to meet standards, timelines, and budgets.
• Prepare funding and program applications and utilize technical assessments to inform planning.
• Develop project proposals and seek external funding opportunities.
• Oversee tendering and contracting processes to ensure fairness and transparency.
• Conduct annual housing inspections and compile reports for maintenance planning.
Sourcing & Management of Funding
• Prepare and monitor departmental and project budgets in alignment with AFN financial policies.
• Track expenditures, report financial performance, and ensure compliance with funding agreements.
• Research and identify new funding sources to support housing projects and community initiatives.
• Develop and submit detailed funding proposals and reports to funding partners.
Health & Safety
• Ensure monthly and annual inspections are completed for all housing assets.
• Address and document deficiencies promptly to maintain safety and compliance.
• Collaborate with municipal fire departments and regulatory bodies to meet fire and building safety codes.
• Promote a culture of safety and ensure all contractors and staff follow workplace safety procedures.
Liaison
• Respond to community inquiries regarding housing, maintenance, and rental matters with professionalism and confidentiality.
• Address complaints and concerns with fairness, ensuring all actions align with AFN housing policies.
• Work collaboratively with Building Inspectors, contractors, and funding agencies.
• Develop and maintain strong relationships with First Nations, government agencies, and housing authorities.
• Represent AFN at meetings, workshops, and consultations on housing matters.
• Stay informed about new funding programs, legislation, and trends affecting Indigenous housing.
• Participate in community emergency preparedness and response planning.
• Report regularly to Council on housing operations, project updates, and key issues requiring action or support.
MINIMUM QUALIFICATIONS:
Minimum schooling:
• Post-secondary degree or diploma in Business Administration, Construction Management, Civil or Architectural Technology, or a related field — or an equivalent combination of education and relevant experience.
Specialization required:
• Demonstrated construction management skills in project planning, development, and delivery.
• Strong business acumen with experience in accounting, budgeting, and financial management.
• Ability to read, interpret, and apply detailed blueprints, drawings, and technical specifications.
Considered an asset:
• Practical experience in construction or skilled trades.
• On-Site Sewage System Installer Certification.
• Certified Building Code Official (CBCO) designation with the Ontario Building Officials Association (OBOA).
• Experience collaborating with federal, provincial, and Indigenous government agencies.
• Knowledge of legislation, regulations, and programs governing First Nations housing.
• Understanding of Indigenous culture, traditions, and community values.
Minimum Requirements:
• Valid Ontario driver’s license and proof of $1 million liability insurance.
• Clear Criminal Record Check (CPIC) acceptable to the position upon conditional offer of employment.
PREFERRED EXPERIENCE:
• Proven supervisory experience with the ability to effectively lead, motivate, and manage a team.
• Exceptional oral and written communication skills, with strong interpersonal and relationship-building abilities.
• High level of active listening and public relations skills to engage effectively with community members, staff, and external partners.
• Demonstrated project management experience with a track record of delivering housing or construction projects on time and within scope.
• Experience in developing, monitoring, and maintaining approved budgets in accordance with financial policies and funding requirements.
• Strong computer proficiency, including MS Office (Word, Excel, PowerPoint, Publisher, Outlook, and Access) and database management systems.
• Self-motivated with the ability to work independently, manage multiple priorities, and meet deadlines in a fast-paced environment.
• Strong analytical and problem-solving skills, with the ability to recommend and implement effective solutions.
