As outlined in the Curve Lake First Nation Human Resource Management Manual, applications are now being accepted for the following Full Time Term position (one year with the possibility of an extension):

Manager of Community Infrastructure
Public Works Building

The purpose of this position is to assist with the planning, organizing, coordinating and evaluating those programs and services necessary to provide and maintain Curve Lake First Nation’s current and future Capital Development & Infrastructure needs.

The duties and responsibilities of this position are categorized into 5 main functions:

1. Project Management

  • Oversee the development and implementation of Curve Lakes Capital Plan
  • Administers all aspects of projects including finalizing work plans, working with designers, engineers and all necessary trades to complete projects
  • Oversee inspections and the completion of maintenance plan tasks
  • Prepare written documents including reports and evaluations as specified by project objectives and activities
  • Coordinate and facilitate planning and production meetings with staff, clients, and project activities
  • Coordinates activities of contractors

2. Financial Management

  • Assist in the development of the annual operating budgets of Public Works and Band Buildings, and assist with the budget process of all capital budgets
  • In association with the Director of Capital Development, negotiate and secure funding available to the First Nation through government sponsored or privately sponsored programs
  • Responsible for the completion of all department cheque requisitions for Public Works, Capital Assets, and Infrastructure
  • Ensure all external reporting activities are undertaken and reports are submitted to the appropriate agency within the timelines prescribed by agreements
  • Review monthly and quarterly financial statements and make adjustments as required
  • Assist in the tender process for projects following Curve Lake’s Procurement Policy, Finance Policy and the Federal Tendering Policy
  • Submit financial and activity reports to agencies providing funding support as required
  • Assist in negotiation of Municipal Type Service Agreements, such as recycling, fire services and solid waste

3. Communications:

  • Attend, participate and follow up on committees as they relate to Community Infrastructure and capital assets
  • Network and develop relationships with all levels of government and private sectors to ensure the optimum level of service is provided
  • Provide monthly updates to Committees as needed
  • Provide briefing notes to Director of Capital Development, on current legislative changes that impact Curve Lake Capital Projects and Infrastructure operations

4. Administration

  • Assist in the development and implementation of maintenance plans for all assets
  • Coordinate, attend and follow up on all meetings of the Capital and Infrastructure Committee and project teams
  • Assist in the development of community infrastructure policies in cooperation with the First Nation committees and Council
  • Coordinate the Curve Lake First Nation Emergency Planning group and Operations Control group as outlined in the Emergency Plan
  • Assist in the review of policies and make recommendations for change when warranted
  • Maintain access keys and security codes for all Curve Lake assets
  • Work with Housing Department on infrastructure requirements

5. Water Operations

  • Prepare budgets, training plans, maintenance plans and operational Plans for the adherence to relevant legislation requirements.
  • Keep up to date operating procedures for the plant.
  • Seek out and apply for funding to improve or repair the water treatment plant and its supply and distribution.
  • Maintain an inventory of parts and materials to support ongoing operations and maintenance of the treatment plant and distribution systems.
  • Assist in policy development for water distribution

QUALIFICATIONS: (APPLICANTS MUST SHOW NECESSARY PROOF WITH APPLICATION OR WILL BE AUTOMATICALLY SCREENED OUT)

Education & Experience:

The incumbent to this position will meet the minimum requirements that include:

  • College diploma or degree in Construction Management, Facilities Management, Environmental Science or Management, Urban Planning, Business Administration, Public Administration, or a related field.
  • Minimum 3 years’ experience in project development, public works, trades, or utilities management with a proven record of success.
  • Minimum 2 years of administrative experience.
  • Knowledge or experience with asset maintenance planning.

TERMS OF EMPLOYMENT:

This is a Full Time Contract position beginning immediately. Annual range for this position is $67,246 – $71,729 based on a 39.5 work week.
