CACP Commence 110th Annual Conference – “Radicalization: Prevent, Act, Restore” CACP Awards Presented

Quebec City, Quebec – The Canadian Association of Chiefs of Police (CACP) commenced their 110th Annual Conference in Quebec City, Quebec by welcoming approximately 350 delegates and 150 exhibitors to the annual meeting of Canada’s policing leadership. The conference is co-hosted with the Quebec City Police Service.

Theme: “Radicalization: Prevent, Act, Restore”

CACP President Chief Clive Weighill and Quebec City Police Service Chief Michel Desgagné, met with media to discuss the theme of this year’s conference: “Radicalization: Prevent, Act, Restore.”

“When the Quebec City Police Service presented this theme for the conference, it was well before the tragic events of Saint-Jean-sur-Richelieu and Ottawa in October of last year. Police services across Canada were trying to grasp this troubling new phenomenon that affects police services large and small. We need to better understand the framework, methods, and people we need to work with in dealing with one of the 21st century’s greatest threats” stated Chief Michel Desgagné.

Chief Clive Weighill offered this message to all Canadians: “Canada will continue to be a legitimate target by international terrorist organizations and their sympathizers. All levels of Canadian law enforcement play critical and complementary roles in national security: from community engagement to preventing, detecting, denying and responding to the threat. Community-based policing models are dependent on close working relationships between law enforcement and members of the communities we serve. This relationship is absolutely imperative in identifying, preventing, deterring, investigating and responding to criminal activities related to terrorism and national security threats. We count on the support of our communities.”

Presentations to delegates include: Understanding Radicalization: The Process, the Opportunities, the Extremes, and the Impacts; Current Trends In “Glocal” Terror: What Police Need to Know about Risk Based Security, and; Managing the Threat to Canada: Innovative Approaches to Prevention and Training. Presenters include: Dr. Rick Parent, Associate Professor, Police Studies Program, School of Criminology, Simon Fraser University; Dr. Hamid Slimi, Chairman, Canadian Council of Imams, President, Faith of Life Network; Mr. David Harel, Managing Director & Vice President, Israel, ASERO WORLDWIDE, and; Chief Superintendent Angela Workman-Stark, Royal Canadian Mounted Police.

CACP/Motorola Award for Excellence in Emergency Preparedness:

The CACP/Motorola Award for Excellence in Emergency Preparedness has been established to recognize a standard of excellence that exemplifies the combined efforts of police, fire, and emergency medical services in preparing their agencies for any subsequent response to natural or man made disasters leading toward the contribution and dedication to the quality of life in our communities

The 2015 recipients of this award are:

Emergency Preparedness Program: Edmonton Police Service – for their School Resource Officer Unit Lockdown Portfolio initially developed to train all EPS officers to respond to such incidents. Information was gathered, (ie. maps of each school) to aid in officer knowledge and response time. The development and implementation of best practices, strategies and procedures on emergency preparedness, has led to assisting many other agencies/business and community partners.

Emergency Response Exercise: Ottawa International Airport Authority for “Exercise Silver” – a “full scale” active shooter exercise inside Ottawa MacDonald-Cartier International Airport involving 266 people including the Airport Authority, Ottawa police, paramedics and firefighters, role players and various observers.  The airport environment offered a unique setting to test interoperability and effective communications amongst all three emergency responders and the Airport Authority. An Active Shooter Training video was developed which will be available to other airports throughout Canada.

CACP Voluntary Service Awards:

The CACP is also proud to recognize two of its members for outstanding voluntary service to the CACP and law enforcement throughout Canada. They are:

Warren Loomis – President, Versaterm – Mr. Loomis has been a steadfast supporter of the CACP in pursuing our mission and achieving our objectives. Versaterm is a Canadian success story working with police, fire and other public safety agencies in the field of communications technology. Through selfless contributions, Mr. Loomis has assisted the CACP to advance excellence in police leadership.

Joël Chéruet – This past year the CACP lost one of our elder statesmen—Joël, who passed away suddenly in Ottawa immediately upon exiting Rideau Hall following the September 9th ceremony for the Order of the Merit of the Police Forces, an award he helped create. Joël was one of the most innovative and creative police leaders of his era. His influence extended beyond Canada and far beyond policing. He was one of the staunchest supporters of the CACP and worked long and tirelessly and advised wisely, led by his strong intellect and kind, generous heart.
