Manitoba Government’s Path to Net Zero Will Protect Environment and Create Jobs
October 6, 2025
The Manitoba government has unveiled Manitoba’s Path to Net Zero, a strategy guided by the Indigenous teachings of gathering manoomin (wild rice) – a bold plan to reduce greenhouse gas emissions, strengthen communities and build a resilient, low-carbon economy that benefits all Manitobans, Premier Wab Kinew and Environment and Climate Change Minister Mike Moyes announced today.
“This is about the future of our province, and protecting our air, land and water for generations to come,” said Kinew. “We’re investing in clean energy, good jobs and strong communities, so our kids and grandkids can grow up in a province that’s healthy, affordable and full of opportunity.”
The plan outlines the Manitoba government’s path to achieving net-zero emissions by 2050 and prioritizes key actions to achieve this goal:
- government leadership toward net zero, including a new Climate Change Committee of Cabinet, and strengthening provincial climate change legislation;
- collaborating with Indigenous nations on renewable energy and net-zero initiatives;
- creating good jobs in the low-carbon economy, including for the next generation of workers;
- working with all sectors to support the Manitoba government’s net-zero economic plan; and
- working with the federal government to support a feasibility study on a national marine conservation area in western Hudson Bay to balance nature, culture and economic opportunities.
“Protecting our environment is not just about reducing emissions, it’s about preserving the land, air, and water that sustain us,” said Moyes. “We’re taking meaningful action to safeguard Manitoba’s natural beauty while building a future that’s resilient, with opportunities in the low-carbon economy. This is part of our economic development strategy to grow our economy.”
Inspired by the teachings of Indigenous peoples who have gathered manoomin since time immemorial, the strategy emphasizes reciprocity and healing, values that are deeply rooted in Indigenous knowledge.
Other key initiatives include:
- partnering with Indigenous nations on clean energy and net-zero initiatives;
- transitioning Manitoba’s electricity grid to net zero by 2035;
- expanding renewable energy generation and smart grid technology;
- building EV charging infrastructure across the province;
- supporting low-emission building practices and retrofits;
- advancing sustainable agriculture programs and waste diversion strategies; and
- modernizing legislation and strengthening Manitoba’s climate targets and reporting.
The Path to Net Zero was shaped through engagements with Indigenous governments, municipalities, industry and the public. Over 500 survey responses, 50 stakeholder submissions and dozens of meetings helped inform the strategy, ensuring it reflects the priorities and lived experiences of Manitobans.
