To read up on the recent history of housing in Toronto is to feel an overwhelming sense of déjà vu. Consider a few headlines from this newspaper: “It’s Time for Meaningful Action on Housing Crisis,” “City’s Housing Crisis Has Roots Decades Deep,” and “Housing Crisis Damages Children.” All of these articles appeared between 2000 and 2002, when Mel Lastman was mayor. But if the problem was bad in Lastman’s day, it’s exponentially worse today. When, in July 2023, Olivia Chow took office as the amalgamated city’s fifth mayor, she promised to tackle housing and traffic — and to succeed where her predecessors had failed. In an interview, edited for clarity and length, she reflected on what success will look like, and what it will take to get there.
