Hydro One Networks Inc. and its affiliates (“Hydro One”) are planning to undertake a competitive procurement process and anticipating releasing a Request for Proposal (“RFP”) around mid-December 2025 for the provision of Rental of Industrial and Commercial Equipment (RICE), which primarily includes providing equipment rental services for Hydro One’s Construction, Transmission Lines, Distribution Lines, Fleet, Forestry divisions throughout various regions in the Province of Ontario.

Due to the urgent nature of this project, we will have a turnaround time of between four (4) to five (5) weeks for proposal submissions. Hydro One will not be granting any extensions to the RFP closing date once posted. The RFP document, along with all the necessary details will be available when it is published via the Ariba portal. Please review it carefully once it is released and let us know immediately if you have any questions or difficulties accessing any of the contents.

We encourage you to submit a proposal if you are interested in this opportunity. To ensure timely submission, please allocate resources and schedule time in your calendars to complete the RFP documentation. If you aren’t registered in Hydro One’s Ariba system and are planning on participating, please follow the instructions that are provided in the RFP pre-release notice and complete the registration without any further delay.

RFP Description:

This RICE RFP is for the supply of various rental equipment (non-operated or without operator) on an “as and when” required basis; for various construction and maintenance projects throughout the province of Ontario (estimated annual spend of $33M). Services are structured around hourly/daily/weekly/monthly rates for rentals of various sizes of equipment as required. The upcoming RFP will be structured around four baskets:

  • General Equipment (earth moving and grading, excavation, haulage, Hoisting and Manlifts Equipment, Compaction, Concrete and Drilling Equipment, Air Equipment and Traffic Control and Miscellaneous, Broom and Sweeper Equipment, Forestry Equipment, Pumping Equipment and Welding Equipment)
  • Portable Generators,
  • Radial Boom Derricks and
  • 400-Class Units (Snowmobiles, Side-by-Sides & ARGO)

Proponents that have the capability, capacity, experience and expertise to cover only partial amount of the services within the planned scope listed herein are still encouraged to submit Proposals.

Hydro One’s intent coming out of this competitive procurement process is to establish contract(s) with one (1) or more suppliers on an as and when required basis throughout a multi-year contract term. Any award of business through the RFP will not be exclusive, and Hydro One makes no guarantee of the value or volume of work or services that may be given to any supplier pursuant to the RFP or any subsequent agreement.

Detailed scope and technical requirements will be released as part of the RFP.

Indigenous Participation:

As an ongoing effort from Hydro One to involve Indigenous businesses, we seek similar efforts from our potential suppliers. Thus, with this upcoming RFP, the evaluation will include weighting for Indigenous participation.

Hydro One considers an “Indigenous Business” as a corporation or partnership that is at least 51% owned and controlled by an Indigenous Person(s). Where the corporation or partnership does not meet the ≥51% ownership/control criteria or no corporation or partnership exists (for example an association, organization, or contractual joint venture), Hydro One may consider alternate information.

Registering as a Bidder/Proponent:

The RFP will be hosted on Ariba for which your company may or may not be already registered. All current and new suppliers are required to register and join the Ariba Network to participate in future Hydro One sourcing events and to be able to bid on future contracts.
