Description
This Request for Proposals (the “RFP”) is an invitation by the City of St. Albert (the “City”) to prospective proponents to submit proposals for the Transit Corridor & Neighbourhood Intensification Strategy, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”). In March 2025, the Government of Canada announced it would be providing the City of St. Albert with $11.8 million in funding through the Housing Accelerator Fund (HAF) grant program administered by the Canada Mortgage and Housing Corporation (CMHC). The City will use the funding to help pay for costs to remove development barriers in support of building more housing, more quickly, in St. Albert. The City of St. Albert will be implementing seven (7) approved HAF initiatives: 1. Transit Corridor Intensification Strategy 2. Quick Wins/Redistricting Zoning Changes 3. Neighbourhood Intensification Strategy 4. Public Lands Redevelopment Strategy for Housing 5. Electronic Building Permit Processing Program 6. Parking Regulation Study to Reduce Parking 7. Development Concierge Service Program The City is seeking a consultant to help support two of the seven initiatives approved: 1) Transit Corridor Intensification Strategy, and 2) Neighbourhood Intensification Strategy
