1 Introduction
1.1 Purpose of the RFP
Curve Lake First Nation (CLFN) is issuing this Request for Proposals (RFP) to engage a qualified Engineering Consultant or Consultant Team to provide design and engineering services for the implementation of three (3) decentralized wastewater treatment systems utilizing the Miranda Rotating Biological Contactor (RBC) technology.
The purpose of this RFP is to identify and retain a consultant with the technical expertise and demonstrated experience to carry out preliminary and detailed design, permitting, tender support, and construction-related engineering services for these systems.
CLFN is seeking proposals that demonstrate a clear understanding of the project goals, community context, and the innovative nature of the selected treatment solution.
1.2 Project Overview
CLFN has recently completed a Decentralized Wastewater Feasibility Study, which identified the Miranda RBC system as the preferred wastewater treatment solution for three planned service areas within the community.
The project will be delivered in phases and will address critical infrastructure needs by replacing failing septic systems, protecting groundwater, and supporting future housing and community development.
The selected Engineering Consultant will be responsible for:
- Designing the Miranda RBC systems tailored to each site
- Preparing site-specific servicing layouts
- Coordinating permitting and regulatory compliance
- Supporting the procurement and construction process
- Vertical Sewer Line System as described in the document (Provisional Item)
This project will be delivered in alignment with the requirements of the Canada Housing Infrastructure Fund (CHIF) and the feasibility study completed by FNESL (First Nations Engineering Services Ltd.).
1.3 About Curve Lake First Nation
Curve Lake First Nation is an Ojibwe community located approximately 25 km northeast of Peterborough, Ontario, bordered by Buckhorn Lake, Chemong Lake, and Pigeon Lake. The First Nation has a growing population, and infrastructure investments are a key priority to support current and future needs.
With over 1,200 residents living on reserve and a total membership of over 2,200, CLFN is actively working to expand its infrastructure capacity, provide environmentally sustainable services, and foster local economic and housing development.
