National Energy Board Southern Lights Hearing to Begin in Calgary Monday 13 August 2007

CALGARY, Aug. 9 – The National Energy Board (NEB) hearing for the Enbridge Southern Lights GP Inc. (ESL) Pipeline application will begin Monday 13 August 2007 at 8:30 am local time in the National Energy Board Hearing Room in Calgary, located on the second floor of 444 Seventh Avenue SW.

During the Calgary portion, the applicant will provide witness panels for cross examination on the project overview, economic and commercial matters. When that is completed, the NEB will then hear from the witness panel presented by the Communication Energy and Paperworkers Union of Canada (CEP.) When cross-examination of that panel concludes, the Calgary portion of the Southern Lights hearing will adjourn. The hearing will reconvene the following Monday 20 August 2007 in Regina, Saskatchewan, starting at 8:30 am local time in the Novara Ballroom at the Saskatchewan Trade & Convention Centre (Delta Regina Hotel.) This session of the hearing will be for the Standing Buffalo Dakota First Nation to cross-examine the Applicants’ witness panels, and to present a witness panel. The NEB will then adjourn this hearing again.

The hearing will next reconvene on Monday 29 October 2007 in Brandon, Manitoba, starting at 8:30 am local time, at a location to be determined. This fall session in Brandon is being held to better accommodate the participation of the Manitoba Pipeline Landowners Association (MPLA) and the Saskatchewan Association of Pipeline Landowners (SAPL.) The MPLA and SAPL will cross-examine the Applicants’ witness panels and present their own witness panels. The NEB will also use the Brandon portion of the Southern Lights hearing for the final arguments process.

The estimated capital cost of the Canadian portion of the proposed project is $384 Million.
