New Justices of the Peace Appointed to the Ontario Court of Justice

The Ontario government is pleased to announce the appointment of 42 new justices of the peace to the Ontario Court of Justice, effective May 14, 2025.

Justice of the Peace Judy Naqi Anilniliak was most recently the executive director for Tungasuvvingat Inuit (TI), overseeing a team of directors and up to 130 staff. Prior to that, she managed the Pisiksik Justice Department with TI and implemented the first Inuit specific justice programs in Ontario. She helped establish strategic direction of the organization as the executive director. Justice of the Peace Anilniliak has worked for the Government of Nunavut, providing direction and development of culturally relevant alternatives to the formal judicial system in Nunavut. Justice of the Peace Anilniliak graduated with an Advanced Management Diploma from St. Mary’s University/Government of Nunavut and obtained a certificate in Management Studies from Nunavut Arctic College.

Justice of the Peace Christopher Robert Beechey has been with the Ontario Provincial Police for over two decades, starting as a dispatcher and most recently as the acting traffic and marine manager, where he was responsible for traffic management in Eastern Ontario. Justice of the Peace Beechey has been the treasurer of the Ontario Provincial Police East Region Gym Committee for the last seven years, and currently volunteers with Port Elmsley Karate, teaching self-defence to youth and women, as well as taking part in community fundraising events. He was also a scout leader with Scouts Canada for the Smiths Falls troop. Justice of the Peace Beechey has a Bachelor of Arts in Criminology and Law from Carleton University.

Justice of the Peace Robert Alexander Bell has held several positions with the Peel Regional Police Service, starting as a constable in general duty policing in 2009. More recently, he served as a detective constable in the impaired driving enforcement unit, providing expertise in impaired driving investigations. Justice of the Peace Bell is the chair of the Métis Nation of Ontario’s Credit River Métis Council, organizing community events and Métis cultural education sessions for the Dufferin, Halton and Peel area. Justice of the Peace Bell completed basic constable training from the Ontario Police College and obtained a legal assistant diploma from Thomson College.

Justice of the Peace Peter Gordon Watson Bennetto has most recently been the director of enterprise projects at Heline Inc., a solar manufacturing company based in Sault Ste. Marie. Prior to that, he was the general manager of planning and scheduling with Algoma Steel for two decades, where he oversaw the team responsible for coordinating the production of steel. In his spare time, Justice of the Peace Bennetto has volunteered with several sports leagues and clubs, having served as the vice president of operations and finance for the Soo Pee Wee Hockey League and vice president of the Sault Surge Aquatic Team. He has also coached youth hockey, baseball and soccer, and mentored the Korah Collegiate robotics team. Justice of the Peace Bennetto has a Bachelor of Mathematics in Honours Computer Science from the University of Waterloo.

Justice of the Peace Desmond Berry has been with the Thunder Bay Police Service since 2015 and received an Exemplary Service Award for his dedication and professionalism in 2023. Justice of the Peace Berry served in the Community Oriented Response and Engagement Unit from 2020-2025, where he worked alongside community partners to assist with housing, mental health and addiction resources in Thunder Bay. Justice of the Peace Berry collaborated with various community partners in the documentary A Sobering Story, which highlights the current opioid crisis and the need for more mental health and addiction resources in the Thunder Bay region. Most recently, he served as an Indigenous liaison constable, fostering relationships with communities in Thunder Bay, Fort William First Nation and the Northwest region. Justice of the Peace Berry has also volunteered with the Thunder Bay Police Youth Corps, and as a youth hockey and youth soccer coach. He was the facilitator and lead instructor for the Thunder Bay Police youth engagement archery program, working with various youth agencies within the province. Justice of the Peace Berry has a Bachelor of Business from Lakehead University and completed his basic constable training from the Ontario Police College in 2016. He has also completed training courses with the Ontario Police College, the Canadian Police Knowledge Network, the University of Alberta and the University of Toronto.

Justice of the Peace Jagdeep Singh Bhogal was most recently a police officer and community relations officer with the Toronto Police Service for 17 years. Justice of the Peace Bhogal volunteered as the director of programming and planning with the Guru Nank Community Services Foundation and with Concerned Citizens of Canada. He is also on the board of directors for Advocates for Etobicoke Youth. In 2024, Justice of the Peace Bhogal was awarded the Platinum Queen’s Jubilee Medal Award and the Markham-Unionville Achievement Award. He received a teamwork commendation from the Toronto Police Service, a volunteer appreciation award from the Legislative Assembly of Ontario and a recognition award from IODE Canada, a women’s charitable organization. Justice of the Peace Bhogal is a graduate of Humber College.

Justice of the Peace Lisa Michelle Brooks has been with York Region since 2000, most recently as the director of business services and corporate services. She was previously the director of court and tribunal services for close to 10 years. Justice of the Peace Brooks served as the representative of Central East Region on the Municipal Court Managers Association and was president of the association for four years. She received a peer recognition award for innovation for her time as a municipal manager. She previously sat on United Ways’ Women’s Leadership Council. Justice of the Peace Brooks has both a diploma and Master of Public Administration from Western University and a Diploma in Court and Tribunal Administration from Seneca College.

Justice of the Peace Tara Christine Brutzki has worked with the Ministry of the Solicitor General’s Centre of Forensic Sciences for over two decades, most recently as a manager in biology. She started as a forensic technologist in Toronto before moving to Sault Ste. Marie where she worked as a forensic scientist and the acting manager of toxicology. She has a passion for mentoring and teaching, being a sessional professor at Algoma University since 2012. She has also worked with the Sault Area Hospital and Ontario Sexual Assault and Domestic Violence Treatment Centres to produce educational videos for nurses about sexual assault evidence kits. Justice of the Peace Brutzki is the vice chair of the Ontario Public Service Leadership Network for the North Region and has been both a professional development coach and a peer support coordinator within the organization. Justice of the Peace Brutzki has a Master of Science from McMaster University.

Justice of the Peace Robert Jeffrey Burd was a paralegal for over three decades, as well as an adjudicator with the Law Society Tribunal’s Hearing and Appeal Division for 13 years. Justice of the Peace Burd has volunteered with the Halton Distress Centre since 2022, managing client calls on the distress line and supporting individuals in the community to cope with crisis, loneliness and emotional stress. He is also a member of the Provincial Offences Act Appeal Committee and the Provincial Offences Act Table. Justice of the Peace Burd was also a coach for the Halton Hills Minor Hockey Association. He has a Bachelor of Science from the University of Toronto.

Justice of the Peace Simi Kaur Chahal was most recently an adjudicator with Workplace Safety Insurance and Appeals Tribunal, Ministry of Labour as well as a part-time adjudicator with the Registered Insurance Brokers of Ontario Complaints Committee. Justice of the Peace Chahal was also a part-time chiropractor with Mackenzie Medical Rehabilitation. Previously, Justice of the Peace Chahal was a clinician with the Canadian Back Institute, CBI Health Group, a medical member of the Canada Pension Plan – Old Age Security Disability Tribunal and a medical assessor conducting insurer examinations. Justice of the Peace Chahal has volunteered for the Newmarket community, Toronto’s Daily Bread Food Bank, Lake Wilcox Public School and Sikh Spiritual Temple. Justice of the Peace Chahal has a Bachelor of Science in Psychology from Wayne State University and a Doctor of Chiropractic from Life University, Marrietta, Georgia. She also has a certification from the Society of Ontario Adjudicators and Regulators from Osgoode Law School and York University.

Justice of the Peace Joanne Michelle Marie Clouston has worked as in-house counsel for the Kenora-Rainy River District’s Child and Family Services since 2019. She was called to the Manitoba bar in 2012 and to the Ontario bar in 2018. She has a Bachelor of Science with Université de Saint-Boniface and a Juris Doctor degree from the University of Manitoba. She has extensive experience in family and estate law, having worked at various private practices. After moving to Ontario, Justice of the Peace Clouston worked as a per diem lawyer with the Fort Frances Crown Attorney’s Office. Justice of the Peace Clouston has volunteered with the Longbow Lake Fire Department, assisting with regular maintenance of the fire hall and fundraising.

Justice of the Peace Bradley Addison Cook has worked with the Halton Police Service since 1995, most recently as a records and communications inspector. He also worked briefly as the lead security planner for the Pan American Games. Justice of the Peace Cook has volunteered with Beaver Valley Outreach and with Project Jumpstart. He was previously on the board of directors for the Halton Children’s Aid Society and a member of the Halton Domestic Violence and Sexual Assault Collaborative Committee. Justice of the Peace Cook has a master’s degree from Royal Roads University.

Justice of the Peace Brian Andrew Cooper has worked with St. Joseph’s Healthcare in Hamilton since 2014, most recently as the program manager of the Cleghorn Early Intervention in Psychosis Clinic and the Schizophrenia and Community Integration Service’s Inpatient Rehabilitation Team. Prior to this, he was an occupational therapist at several hospitals in Ontario and Nova Scotia. Justice of the Peace Cooper was co-chair of the Early Psychosis Intervention Ontario Network and co-chair of the Hamilton Local Human Services and Justice Coordinating Committee. Justice of the Peace Cooper has a Master of Science in Occupational Therapy and a Bachelor of Science in Life Sciences from Queen’s University. He also has a certificate in mental health law from York University’s Osgoode Hall Law School.

Justice of the Peace Ken Keyhan Derakhshan has been a staff sergeant with the Royal Canadian Mounted Police since 1992. Prior to this, he was a health and safety officer and research and development technologist at Vanchem Corporation in Burlington. Justice of the Peace Derakhshan volunteers in his community as an ambassador and site coordinator focused on youth engagement, safety and environmental clean-up. He has a Chemical Engineering Technology Diploma from Mohawk College and a Bachelor of Arts with a major in Psychology from York University. He also holds a Master’s Certificate in Project and Portfolio Management from Ontario Tech University.

Justice of the Peace Derakhshan has been assigned to Brampton.

Justice of the Peace Annette Franks Diamond was most recently the Executive Director of Legal and Corporate Services at the County of Perth. She was previously Policy Council with the Law Society of Ontario, prior to which she practised litigation and taught legal education courses. Justice of the Peace Diamond is an active volunteer in her local community and with multiple legal and municipal organizations, including currently serving on two parent councils, providing pro bono legal advice, coaching mock trial teams, and presenting at various professional development programs. Justice of the Peace Diamond graduated from Western University with Bachelor of Arts and from Osgoode Hall Law School with a Bachelor of Laws. She also holds her Certified Municipal Officer and Project Management Professional designations.

Justice of the Peace Jeremy Terence Doolan was most recently a staff sergeant and detachment manager with the Ontario Provincial Police (OPP), providing front line leadership to supervisors and teams. He has held several positions within the OPP, starting as a provincial constable in 2001. Justice of the Peace Doolan is also committed to his community, volunteering with the Royal Canadian Sea Cadet Corps. As a civilian volunteer, he managed training equipment and uniform items as well as providing supervision of cadets. In addition, Justice of the Peace Doolan volunteered as a child passenger safety technician with SEATS for Kids, educating caregivers on child seat safety. He graduated as a land communication information systems technician from the Canadian Forces School of Communications & Electronics and graduated with a Diploma of Police Technology from John Abbott College.

Justice of the Peace Theologos Paul Drakos was the parish priest of Sts. Constantine and Helen Greek Orthodox Church where he founded a Sunday school program and led several charitable initiatives, including organizing food bank donations. He was also previously the parish priest at churches in Mississauga, Hamilton and Kingston. He has been a professor of ethics, homiletics and parish administration and development with the Patriarchal Toronto Orthodox Theological Academy since 2014, and the national camp director for Camp Metamorphosis Summer Camp since 2008. Justice of the Peace Drakos has worked as an Orthodox chaplain for provincial and federal institutions since 1998. Justice of the Peace Drakos has a Master of Divinity from the Holy Cross Greek Orthodox School of Theology and a Bachelor of Arts from the University of Toronto.

Justice of the Peace Aysun Ergin was a regional director at the Ministry of the Solicitor General in the East Region, overseeing the delivery of community-based programs and services for adults on community supervision. Starting her career as a probation and parole officer, Justice of the Peace Ergin has worked with the Ministry of the Solicitor General for 15 years. She has volunteered as a mentor for corrections staff, planned educational events for probation and parole officers and coached a youth soccer program. Justice of the Peace Ergin graduated with an Honours Bachelor of Arts from the University of Toronto.

Justice of the Peace Edward John Estoppey is from Qalipu Mi’kmaq First Nation. He served as prosecutor for the City of Mississauga, responsible for Provincial Offences Act offences and Mississauga by-laws, and was the assigned prosecutor for Indigenous files. Prior to that, he was a prosecutor for Metrolinx and the Ministry of the Attorney General. Justice of the Peace Estoppey is a co-founder of the Indigenous Employee Resource Group for the City of Mississauga, an elected director of the Prosecutor’s Association of Ontario and a board member of the Legal Services Social Committee for the City of Mississauga. Justice of the Peace Estoppey graduated with a Paralegal Diploma from Seneca College and a Police Foundations Diploma from Humber College.

Justice of the Peace Michael Gauthey has been a bilingual prosecutor and solicitor for the City of Toronto since 2013, where he prosecuted offences under the Provincial Offences Act and conducted bilingual prosecutions and appeals. He served on several boards and committees, including the Prosecutors’ Association of Ontario, the French Language Services Sub-Committee of the Provincial Offences Act for the Ministry of the Attorney General and the Programs, Services and Outcomes Committee for Jewish Family and Children’s Services. He was a mentor for the Association of Francophone Lawyers of Ontario and for articling students for the City of Toronto. He also coached children at the Vaughan Soccer Club. Justice of the Peace Gauthey graduated with a Bachelor of Arts from York University and obtained a Juris Doctor from the University of Ottawa.

Justice of the Peace Philippe Jean Gratton was most recently with the Canada School of Public Service, developing and delivering learning products for public servants and their leadership to flourish in the digital age. Previously, for over 25 years, he worked as an intelligence officer, and later as an executive, at the Canadian Security Intelligence Service (CSIS) and was involved in a broad range of national security investigations at CSIS’s national headquarters in Ottawa, in regional offices across the country and in locations abroad. Justice of the Peace Gratton volunteers with Connected Canadians, a national digital inclusion charity that promotes digital literacy amongst older adults. Justice of the Peace Gratton graduated from the University of Ottawa with a Master’s in international relations and a Bachelor of Arts in political science.

Justice of the Peace Gerald Michael Heaney was most recently a staff sergeant and officer in charge of the Priority Response Unit, 42 Division, Toronto Police Service. Justice of the Peace Heaney started his career with Toronto Police Service as a police cadet in 1991 and has held a variety of roles including staff sergeant of both the Community Response Unit and Neighbourhood Community Officer Program, staff sergeant – officer in charge of the “D” platoon Priority Response Unit and detective sergeant of the Criminal Investigations Unit. Justice of the Peace Heaney has volunteered with the Annual Toronto Police Service’s Auxiliary Toy Drive, has acted as the 42 Division unit ambassador for the United Way Campaign and as a 42 Division community police consultative committee member. Justice of the Peace Heaney is a graduate of the Ontario Police College.

Justice of the Peace Gordon Henderson was the senior manager of prosecutions for the City of Toronto. Prior to this, he held roles both as a prosecutor and manager of prosecutions with the city for the past 20 years. He has also worked as a prosecutor for the Ministry of the Attorney General and as a court clerk for the City of Toronto. Justice of the Peace Henderson has a passion for ringette, having held various board and coaching positions within Central Region Ringette and Ringette Ontario. Justice of the Peace Henderson has a Bachelor of Arts in Criminal Justice Studies from Toronto Metropolitan University.

Justice of the Peace Kerry Jean Hobden has worked as a biologist since 1998 and has been a fish health coordinator with the Ontario Ministry of Natural Resources since 2015. She is also the founder of the Aurora Fund, which provides a local high school student bursary and an award at Fleming College. Justice of the Peace Hobden has volunteered with and supported the arts, being the co-secretary and director of the Classic Theatre in Cobalt and director of Small Pond Entertainers where she organized and fundraised for children’s summer theatre camp. She is also a member of 100 Women Who Care, a group dedicated to giving back and inspiring local philanthropy in their community. Justice of the Peace Hobden has a Bachelor of Science, Biology, from Memorial University and an Advanced Diploma in Aquaculture from the Marine Institute.

Justice of the Peace Majid Juma has worked with the Ministry of the Attorney General since 2001. His most recent role was director of strategic operations for the Criminal Law Division where he led, directed and managed operations to support the prosecution of cases at all levels of court in Ontario. Prior to this, he was the senior advisor to the chief prosecutor of Ontario, and deputy registrar and manager of judicial support for the Court of Appeal for Ontario. Justice of the Peace Juma is a member of the Muslims Implementing Zakat Associated Network’s board of directors and the communications chairperson for the York District Freemasons. Justice of the Peace Juma studied at the University of Toronto.

Justice of the Peace André Robert Leduc has been with the Ottawa Police Service since 2010, first serving as a front-line patrol constable, qualified breath technician and drug recognition expert. Since 2017, he has served as a detective and sergeant in the Forensic Identification Unit. Prior to that, he was a primary care paramedic. Justice of the Peace Leduc volunteers as an automated external defibrillator and first aid coordinator for the City of Ottawa’s Public Access Defibrillator Program. He also co-founded FAJA Farm, a non-profit that provides fresh food to residents of Dunrobin. Justice of the Peace Leduc graduated with a Basic Constable Diploma from the Ontario Police College and a Primary Care Paramedic Diploma from Collège La Cité.

Justice of the Peace Brent Timothy Lundy was a manager with the Federal Economic Development Agency for Northern Ontario, overseeing program delivery in Northwestern Ontario. Justice of the Peace Lundy has been the director and board chair of the Lake of the Woods District Hospital since 2018. In his spare time, he is a volunteer and grant writer for the TryLight Community Theatre, and volunteer for the Kenora Rowing Club. Justice of the Peace Lundy has a Bachelor of Arts from McGill University and a Master of Arts from the University of Toronto. He also completed two economic development training courses with the University of Waterloo, one of which had an Indigenous focus.

Justice of the Peace Sarah Rachel Morgan-White was called to the bar in 2009. She holds an LL.M from York University, an LL.B from the University of Ottawa, a J.D. from Michigan State University and a Bachelor of Science from the University of Ottawa. For the past eight years she has worked as in-house legal counsel with a Canadian retailer and, more recently, a crown corporation. During that time, she was also appointed to a three-year term as part-time director of the Algonquin Forestry Authority’s board. Justice of the Peace Morgan-White has also worked as a part-time professor of law in the French Common Law Section of the University of Ottawa. She volunteers at the Ottawa Community Immigrant Services Organization and the Blackburn Community Association.

Justice of the Peace Paolo Morrone has worked for the Toronto Catholic District School Board since 2002, first as a teacher, then becoming Vice-Principal in 2009. In later years, he served as supervising principal and principal of the Saturday School Language Program of the Continuing Education Department. He is a founding, voting and active member of AFEY-Advocates for Etobicoke Youth and spent several years volunteering for the Education Involved Advocacy Group. From 2006 to 2008, he was named Coach of the Year at Monsignor Percy Johnson Catholic Secondary School. Justice of the Peace Morrone graduated with a Bachelor of Arts from York University, a Professional Program in Education from D’Youville University and a Master of Education from Charles Sturt University.

Justice of the Peace Jason Murray served with the Waterloo Regional Police Service for 17 years, beginning as a front-line police officer and later advancing to detective roles within the commercial crime and major crime branches. He has volunteered with a number of local charities including Mothers Against Drunk Driving Waterloo Region, organizing educational events around the dangers of impaired driving, the Coldest Night of the Year, raising funds for homeless and vulnerable populations, the Special Olympics, and the Gord Downie and Chanie Wenjack Fund, raising funds for the Indigenous communities of Kitchener, Waterloo, and Cambridge. Justice of the Peace Murray graduated with a Bachelor of Theology from Heritage College and Seminary and graduated with a Master of Divinity from the University of Toronto.

Justice of the Peace Kieffer Harrison Norton has been an adjudicator with the Licence Appeal Tribunal since 2023. Prior to that, he was the owner and manager of a real estate and property development business where he acquired and developed low-income rental residential properties. Justice of the Peace Norton has been a champion for low-income housing with a focus on developing housing for low-income individuals. He has also volunteered as an assistant bowling coach for Special Olympics Ontario and Parents of Down Syndrome. Justice of the Peace Norton has a philosophy and political science degree from the University of Toronto. He also has a paralegal Diploma from CTS Canadian Career College.

Justice of the Peace Robert John O’Quinn has held various positions with the York Regional Police for over 37 years, including investigator in the Major Collision Unit and working his way to staff sergeant of the Real Time Operations Centre. He has been president of the York Regional Police Association since 2020. Justice of the Peace O’Quinn is also a sponsoring representative for Survivors of Law Enforcement and has supported various charities such as Make a Wish Canada, Canada 911 RIDE Foundation and Kerry’s Place, which works to raise autism awareness. He has also participated in shopping and fridge filling events for the Newmarket Food Pantry and Georgina Food Pantry. Justice of the Peace O’Quinn has a Leadership Diploma from Humber College and a Bachelor of Arts in Justice Studies from the University of Guelph Humber.

Justice of the Peace Neal Andrew Roberts has held many positions within paramedic services across Ontario, most recently as Chief of Middlesex-London Paramedic Service. He also served as acting paramedic chief for the Oneida Nation of the Thames Paramedic Service, where he advocated for the implementation of programs to support the needs of their community. Prior to this, he worked as deputy chief of Niagara Emergency Medical Services. Justice of the Peace Roberts has volunteered with agencies and served on several committees focusing on support for vulnerable populations, mental health, and managing infectious diseases within the community. He volunteers at AGL Church London, where he leads the Care and Compassion Ministry. He was also involved for many years with the Ontario Association of Paramedic Chiefs, having served as President from 2015 to 2020. Justice of the Peace Roberts obtained his initial qualification in Ambulance and Emergency Care from Niagara College of Arts and Technology. He is the recipient of the Governor General’s EMS Exemplary Service Medal, recognizing his distinguished service of over 40 years and was most recently awarded the King Charles III Coronation Medal.

Justice of the Peace Troy Stephen Rossignol has been an adjudicator for the Landlord and Tenant Board since 2018 and a vice-chair since 2021. He was also a member of the Horse Racing Appeal Panel. Prior to this, he was a municipal law enforcement officer for the City of Greater Sudbury for 18 years and a judge for the Ontario Racing Commission. Justice of the Peace Rossignol was also a police constable for the Toronto Police Service in 1996 before moving to the Greater Sudbury Police Service in 2000. In his spare time, he coached youth soccer and volunteered with the Laurentian Swim Club. Justice of the Peace Rossignol has a Bachelor of Arts from Laurentian University.

Justice of the Peace Manjit Singh was a teacher with the Toronto District School Board and the Peel District School Board for over three decades. She has a true passion for teaching and education, having been a program instructor with the Woodgreen Community Centre, employment counsellor with the Parachute Community Employment Centre and a program coordinator with the Gerrard Kiwanis Boys and Girls Club. This passion extends to her volunteer work where she received a Canadian Volunteerism Award issued by the Canadian House of Commons. She has been a mentor for the University of Toronto’s alumni mentorship program. Justice of the Peace Singh is also the director and secretary for the Tony Stacey Centre for Veterans Care, a long-term care facility that supports Canadian veterans, their families and the community. She authored a short story, entitled Buckets of Wonderment that was included in a co-authored publication that was an award finalist in The Malahat Review’s 2016 Open Season Contest in Fiction. Justice of the Peace Singh has a Master of Public Policy, Administration and Law, and a Graduate Diploma in Justice System Administration from York University and a Bachelor of Education and Honours Bachelor of Arts in Political Science and Sociology from the University of Toronto.

Justice of the Peace Gary Sangha was most recently in charge of the Special Victims Unit at York Regional Police. He has held various positions at York Regional Police, including working in the Major Crimes Bureau, Community Services Bureau, Criminal Investigations Bureau and the Community Safety Branch. Justice of the Peace Sangha has volunteered as Chair of the Vaughan Public Library Board of Trustees and has been on the board for both Hospice Vaughan and the Committee for Youth Officers for the Province of Ontario. Justice of the Peace Sangha has a Master of Science in Educational Leadership from Niagara University, a Bachelor of Education from Brock University and a Bachelor of Urban and Regional Planning from the University of Waterloo.

Justice of the Peace Jesse Alan Soloway has worked with the Ontario Provincial Police Provincial Communications Centre since 2007, first as a communications operator taking emergency calls and dispatching police resources, and later as a team lead coordinating communication between the public and emergency services. Most recently, he has also provided analytical support for the Regional Abuse Issues Coordinator and the Major Crime Investigation Team in the Northwest Region. In his spare time, Justice of the Peace Soloway volunteered with Shelter House in Thunder Bay to prepare nutritious meals for those in need. He was also a volunteer board member with the John Howard Society of Thunder Bay. He has a Bachelor of Arts in Philosophy and Political Science from Lakehead University.

Justice of the Peace Michelle Francis Swaerdens has worked as a professor of Community and Justice Services at Niagara College since 2011, where she designed and taught courses on criminal law, the correctional system, ethics and community services. She was also an emergency after hours worker in the Family and Children Services of Niagara since 2015. From 2007 to 2011, Justice of the Peace Swaerdens worked as a senior staff development officer at the Ontario Correctional Services College. In this role, she facilitated regional workshops and presented for community groups as team lead for Youth Justice Training. Prior to this, Justice of the Peace Swaerdens was a probation officer for youth justice from 2003 to 2007 and a probation and parole officer from 2001 to 2003. She attends a senior citizen’s home on a weekly basis as a therapy dog handler for St. John Ambulance. Justice of the Peace Swaerdens holds a Bachelor of Education and a Bachelor of Psychology from Brock University.

Justice of the Peace William Brett Todd was an adjudicator serving as full-time vice-chair at the Licence Appeal Tribunal and a part-time member of the Ontario Parole Board. Previously, he served as councillor for the Town of Prescott for four years, and subsequently, served as a three-term mayor for 12 years. Justice of the Peace Todd’s ties to the community run deep. He notably served as the Chair of the Eastern Ontario Mayor’s Caucus for three years and as the Chair of the Joint Services Committee of the United Counties of Leeds and Grenville. He has also served on a number of boards including the Leeds, Grenville and Lanark Board of Health, the Prescott Police Services Board and as director at the St. Lawrence Corridor Economic Development Commission for more than five years. Justice of the Peace Todd graduated with Bachelor of Arts (Honours) degrees from Trent University in Peterborough.

Justice of the Peace Todd has been assigned to Kingston.

Justice of the Peace Brad James Traves was most recently with the Immigration and Refugee Board of Canada as a tribunal member and coordinating member of the Refugee Protection Division. Prior to that, he worked for the Government of Canada in National Security Operations for 16 years, including supervisory positions in operations and training, as well as a two-year assignment in London. Justice of the Peace Traves held numerous volunteer positions with the Orleans Minor Hockey Association and Orleans Little League Baseball, providing leadership instruction and guidance to young athletes. He has a Bachelor of Commerce from Dalhousie University in Halifax.

Justice of the Peace Traves has been assigned to Ottawa.

Justice of the Peace Lorelei Lindell Van Belleghem has been a legal aid worker since 2002, supporting both family and criminal law staff lawyers with their cases. Prior to this, she was a court clerk and reporter with the Ministry of the Attorney General for three years. Since 2018, Justice of the Peace Van Belleghem has volunteered with The Muse, a museum and public art gallery in Kenora, first as a board member and later as chair of the Museum Advisory Committee. From 2010 to 2016, she also served in several roles on the Kenora Sexual Assault Centre’s Board of Directors. Justice of the Peace Van Belleghem has a Bachelor of Arts from the University of Saskatchewan.

Justice of the Peace Crystal Winchester has been an Indigenous community liaison officer since 2014, where she oversaw the reintegration of offenders from Canada’s Indigenous population serving federal sentences. Since 2021, she has also worked as a professor in the Social Services and Justice Studies department at Mohawk College, where she taught courses focusing on Indigenous justice, historical context and reconciliation. Prior to this, Justice of the Peace Winchester held many roles at Correctional Service Canada including as program officer, subject matter expert and parole officer. She also volunteered as an advisor for the Justice Studies Program at Six Nations Polytechnic, providing strategic guidance on the program’s curriculum. Justice of the Peace Winchester holds a Bachelor of Criminology (Honours) from Sir Wilfred Laurier University and a Law and Security Administration diploma from Mohawk College.
