Springbank Off-Stream Reservoir Project – Comment Period on Proposed Amendments to the Decision Statement

What is happening?

November 14, 2024 — The Impact Assessment Agency of Canada (IAAC) is holding a public comment period on proposed amendments to the Decision Statement for the Springbank Off-Stream Reservoir Project, a flood mitigation project located near Calgary, Alberta.

Why is IAAC holding a public comment period?

When the project was approved in 2021, the Minister of Environment and Climate Change issued a decision statement with legally binding conditions that Alberta Transportation and Economic Corridors (the proponent) must comply with throughout the life of the project, including advising IAAC of proposed changes to the project.

The proponent proposes to change segments of the trajectory of the wildlife-friendly fencing that was planned to prevent access by livestock and allow safe passage for wildlife. The proponent also proposes to re-install barbed wire fencing on two private properties to minimize the potential for livestock accessing the road.

How can I participate?

IAAC invites Indigenous Peoples and the public to review the draft analysis of the proposed changes, which includes proposed amendments to the Decision Statement, and provide feedback. Please note this comment period is strictly on the changes to the project. The project approval cannot be amended.

Written comments in either official language will be accepted until 11:59 p.m. on December 13, 2024. All comments received will be published online as part of the project file.

Comments should be submitted online by visiting the project home page on the Canadian Impact Assessment Registry (reference number 80123). IAAC’s draft Analysis Report and the proponent’s submissions about the proposed project changes are also available on the Registry. Participants who wish to provide their input in a different format can contact IAAC by writing to conditions@iaac-aeic.gc.ca.
